The Government of Indonesia has issued Government Regulation No. 20 of 2019 which affirms the RIPD (National Master Plan for Persons with Disabilities) within it. This Government Regulation is further regulated in the Minister of PPN/Bappenas Regulation No. 3 of 2021 Concerning the National Action Plan for Persons with Disabilities (RAN PD). According to the records of Disabled Persons’ Organizations (DPOs), especially in the regions, in the 4 years since the RAN PD was issued, no significant impact has been seen in the regions, especially in areas outside of Java. In the same situation, the Regional Development Planning Agency (BAPPEDA) in the regions is still confused about how to draft the Regional Action Plan for Persons with Disabilities (RAD PD) and implement it. Strong urging for raising awareness among regional and central governments.


Participation in Program and Policy Implementation

Disabled Persons’ Organizations view the involvement of persons with disabilities as still very lacking and limited, especially at the regional level. Involvement and participation are still within the context of program execution, and are not yet fully meaningful, starting from regional planning, policy or regulation formulation, implementation, up to evaluation. One of the contributing factors is related to changes in the structure and personnel mutations in the regions, which caused the coordination for the implementation of this program to become difficult/minimal and inconsistent. New personnel or officials often do not understand how they should involve persons with disabilities in the execution of government functions. Strengthening measures for close consultation and active participation of Disabled Persons’ Organizations, including organizations of persons affected by leprosy and children with disabilities, in designing, developing, and delivering awareness-raising programs on the rights and dignity of persons with disabilities.


Related to the increase in consultation and participation, Disabled Persons’ Organizations note that there has been no significant change in the policy aspects at the central and regional levels. Furthermore, in practice, there is a lack of involvement of disabled persons’ organizations, accessible space is not yet available in all lines/sectors, and the incorrect perspective of the community and government causes the non-participation of persons with disabilities in decision-making.
