Committee Recommendation
The Committee recommends that the State Party ensure access to citizenship documents, including identity documents and civil registration documents for persons with disabilities, including indigenous persons with disabilities, to ensure they can obtain personal identity cards and family cards.

The Regional Government facilitates the collection and updating of disaggregated data on Persons with Disabilities in the Region in the implementation of population registration.
The data collection referred to in paragraph (1) is to obtain accurate data on the number and types of Persons with Disabilities in the Region.
The data updating referred to in paragraph (1) is carried out at least once a year.
The facilitation of data collection and data updating referred to in paragraph (1) is coordinated by the Regional Apparatus responsible for government affairs in the social sector, with the involvement of relevant Regional Apparatus.
The data collection referred to in paragraph (1) is carried out in accordance with the provisions of the laws and regulations.

Although the Disability Law mandates the matter of disability data collection to the Ministry of Social Affairs (Kemensos), Kemensos's authority is limited only to disabilities categorized as those Requiring Social Welfare Services (PPKS), while non-PPKS disabilities are not recorded at Kemensos.
Other institutions implicitly mandated by the Disability Law are the Central Statistics Agency (BPS) and the Directorate General of Population and Civil Registration (Ditjen Dukcapil). Nevertheless, both institutions also do not yet have comprehensive data regarding the types and variations of disabilities. The data obtained by Dukcapil originates from public reports. Meanwhile, the data obtained by BPS comes from population census data conducted once every 10 years.
Regsosek (Socio-Economic Registration) census officers do not understand the Washington Group short set of questions.
Arising from families of persons with disabilities, due to the negative stigma of the community towards persons with disabilities, many families of persons with disabilities do not want to record their family members who have disabilities because they are embarrassed to have a family member with a disability or for other reasons.
