The Committee recommends that the State Party establish a comprehensive protection and quality framework for social care institutions that includes mechanisms for investigation, monitoring, reporting, and accountability, including sanctions, until deinstitutionalization is achieved.

The P5HAM Working Group (Pokja) is currently working on drafting guidelines for the protection of the rights of persons with psychosocial disabilities in residential care institutions. Among the efforts undertaken to strengthen these Guidelines, Pokja P5HAM (together with KSP and civil society organizations) conducted visits to several social care institutions in Indonesia, for example visiting the institution in Kupang on February 22 – 24, 2024. Additionally, the Working Group also visited an institution in Banten on March 15, 2024.


The P5HAM Working Group has also drafted the P5HAM Working Group Roadmap, which includes targets that must be carried out by the Government to lead to the elimination of violence, exploitation, and vulnerability in social care institutions.


  • Rare diseases: Indonesia does not yet have regulations and policies on rare diseases, there are no efforts, let alone a budget for rare diseases.
