Committee Recommendations
The Committee recalls its general comment No. 5 (2017) on living independently and being included in the community and recommends that the State Party:
Adopt a strategy for the deinstitutionalization process of adults and children with disabilities living in residential and social care institutions, hospitals, halfway houses, and rehabilitation centers;
Establish a community-based support system for independent living with allocated budgets that includes social protection, employment, housing, health, education, and other necessary support for persons with disabilities, to choose where and with whom they live and to live independently and participate in the community.
