BCI data for the years 2016 – 2019 shows that cases of coercion are still being experienced by persons with disabilities, especially in the exercise of the reproductive rights of women with disabilities. The graph below indicates that out of a total of 219 cases, there are still cases of mental disabilities being forced to use contraception or sterilization. These cases occurred outside of institutions and were monitored by disabled persons' organizations. Form of Sexual Violence against People with Psychosocial Disabilities (2016 – 2019; 219 cases in total)
Source: Bipolar Care Indonesia, 2020
For cases occurring in institutions, due to the ineffective supervision carried out by both the Central and Regional Governments, these cases of forced sterilization or contraception are completely unknown. Information is only available from the acknowledgment of some caregivers or family members of persons with disabilities, stating that contraception is the only way to prevent pregnancy in women with psychosocial disabilities. In many cases, sexual violence such as rape is also highly linked to the practice of forced contraception.
